How to Exchange a Hong Kong Driving Licence for a UK Licence
A previous article explained how to read UK number plates, noting that licence plates from Hong Kong, China, are largely consistent with the UK system.
If you hold a Hong Kong driving licence, you can drive in Great Britain for up to 12 months from your date of first entry. If you wish to continue driving after this period, you must exchange it for a UK licence. The Hong Kong driving licence is from a 'designated country or territory', so you can apply to exchange it for a full UK licence within 5 years of becoming a resident in Great Britain.
You are considered a resident if you live in Great Britain for at least 185 days in any calendar year (from 1st January to 31st December). Please note: once you exchange your Hong Kong licence for a UK one, the Hong Kong licence becomes invalid. This means it will no longer be usable, even in Hong Kong. Furthermore, regardless of whether you had 5 years or any number of years of driving experience in Hong Kong, your driving experience effectively starts from zero in the UK.
Important: Current regulations for exchanging a Hong Kong licence for a UK one do not indicate a requirement to retake tests or pass any DVSA (Driver and Vehicle Standards Agency) assessment. (Note: There is a distinction between the DVSA and the DVLA in the UK; please refer to the previously published article 'What is the difference between the DVLA and DVSA in the UK?'). This means the exchange is direct and exempt from further testing. Of course, there is a fee of several tens of pounds for the new licence.


So, how do you exchange a Hong Kong driving licence for a UK licence?
You must first meet the following 4 criteria:
Be a GB resident.
Hold a licence for a car or motorcycle.
Your driving licence was issued in a designated country or territory.
It belongs to a specific designated country or territory recognised by Great Britain.

Once you meet the criteria, you can proceed as follows:
Fill in the D1 application form.
Send the completed form, the £43 fee, and all required documents (including your driving licence) to the address specified on the form.
After completing the steps above, you should receive your new driving licence within approximately three weeks.
